60” x 42” bunting with cotton stars and canvas hoist. Stenciled on hoist “ASST. SEC. NAVY”. White bunting field displays large blue fouled anchor & 4 stars in each quadrant. The flag for the Secretary of the Navy was adopted in 1867 and it is still used today. There are also flags for the Under Secretary, Assistant Secretary and Assistant Secretary for Air, which are the same design but with differing colors of the field and devices.
As with other military and related colors, regulations govern their sizes and use. This flag is flown on ship when "Assistant Secretary of War" is aboard
According to Navy Regulations, these flags are broken at the main truck of a naval vessel or at the normal point of hoist of the commander's flag at a shore installation. The latter is used only while the corresponding official is present. Only the flag of the senior official visiting is flown during this time.
